>Absolute time is expressed as ISO 8601 timestamps, using UTC (GMT).
Fractions of a second may be indicated.

[1] 絶対時刻は [[ISO8601]] 時刻印として [[UTC]] ([[GMT]])
を使って表現します。秒の小数点以下の値を示すことも出来ます。
